CNN —Haiti’s Prime Minister Ariel Henry announced his resignation on Thursday, handing power over to a transitional council that will seek to gain control of the violence-ravaged nation. The Caribbean nation’s finance minister Michael Patrick Boisvert has been appointed as interim prime minister until a new government is formed, according to an X post from Henry’s office on Thursday. Ralph Tedy Ero/Reuters/FileA transitional council, composed of seven voting members and two non-voting observers, has been tasked with the responsibility of naming a new prime minister and cabinet. Henry announced in March his plans to step down once a decision on the country’s future leadership was made, and the transitional council was set up soon after. CNN —The UN human rights office described sexual violence in Haiti as “severely underreported and largely unpunished” in a harrowing report released Thursday that documented cases of rape and forced sexual relations with gang members, as well surging levels of gang violence in the country. The violence has caused the internal displacement of approximately 313,900 people as of December 2023, according to the OHCHR. “All these practices are outrageous and must stop at once,” said the UN High Commissioner for Human Rights Volker Türk. “Widespread corruption and dysfunction of the justice system greatly contribute to the pervasive impunity for grave human rights violations, and they need to be addressed urgently,” said Türk. CNN —There are “reasonable grounds” to believe Israel is “committing the crime of genocide against the Palestinians as a group in Gaza,” the United Nations’ Special Rapporteur on human rights in the Palestinian territories has said. Francesca Albanese made the remarks Wednesday following the submission of her latest report called “Anatomy of a Genocide” to the UN Human Rights Council in Geneva on Monday. Speaking at a press conference, Albanese said: “Israel has committed three acts of genocide with a requisite intent: killing members of the group, causing serious bodily or mental harm to members of the group, and deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part.”Israel said it “utterly rejects” the report, which it said “brings shame” on the Human Rights Council. It is “no surprise, that the premise of this report is that the creation of the Jewish State in 1948 was an act of ‘settler colonialism,’ and genocide is an ‘inherent part’ of that act,” the Permanent Mission of Israel to the United Nations in Geneva said in a statement on X on Monday. Israel’s diplomatic mission in Geneva in its response also said, “the very attempt to level the charge of genocide against Israel is an outrageous distortion of the Genocide Convention.”“Israel’s war is against Hamas, not against Palestinian civilians,” it added.

CNN —United Nations experts have called for an investigation into what they described as “credible allegations of egregious human rights violations” against Palestinian women and girls in Gaza and the West Bank by Israeli forces. The allegations include extrajudicial killing, arbitrary detention, degrading treatment, rape and sexual violence, according to a statement by the Office of the UN High Commissioner for Human Rights released on Monday. UN experts said they had heard reports of "multiple forms of sexual assault" against Palestinian women and girls. Fabrice Coffrini/AFP/Getty Images/File“Many [Palestinian women and girls] have reportedly been subjected to inhuman and degrading treatment, denied menstruation pads, food and medicine, and severely beaten,” the statement said. Responding on Monday to the UN experts’ call for an investigation, Israel again accused the UN of remaining “silent on the horrific sexual violence and gender-based violence perpetrated by Hamas on and since October 7.”

Sentences for those convicted under Section 112 of Thailand’s Criminal Code, or lese majeste law, can be decades long and hundreds of people have been prosecuted in recent years. A criminal court found him guilty of 14 violations of lese majeste and sentenced him in January 2023 to 28 years. At least 262 people have been charged with lese majeste during that time, the group added. Thailand’s lese majeste prosecutions continue despite a civilian government now being in power, following almost a decade of military-backed rule. CNN —United Nations Human Rights Chief Volker Türk said he is “alarmed” by reports that Afghan refugees are being abused in Pakistan as the country carries out its policy of forced mass deportation. Pakistan, which is home to more than a million registered Afghan refugees, launched a mass deportation drive asking them to voluntarily leave the country by November 1. “Arbitrary arrests and detentions are contrary to Pakistan’s obligations under international law,” Türk added. As of the end of 2022, Pakistan hosted more than 1.3 million registered Afghan refugees and 427,000 people in “refugee-like situations” from Afghanistan, according to the United Nations’ refugee agency. But their presence in Pakistan has long been controversial, with police crackdowns and threats of deportation in previous years.

All this coincides with longstanding calls from countries across the developing world for an international system where they have more say. Beijing, he added, sees the US as merely “paying lip service” to the “liberal order” to hurt other countries. Sergei Savostyanov/Sputnik/ReutersIn recent years, even some countries that have for decades embraced a close partnership with the US have drawn closer to China and its vision. “Is China really trying to promote multipolarity — or does China just want to (become a) substitute (for) US influence over the world?” he asked. They also raise questions about how a more militarily and economically powerful China would behave globally, if left unchecked.

The population of southern Gaza has swelled in recent days after the Israeli military told around one million residents to leave northern Gaza ahead of the expected Israeli ground incursion. Early Friday morning, CNN’s Nic Robertson witnessed increased military activity along Israel’s border with Gaza. Protests in the Middle EastIsraeli warplanes’ relentless bombardment has left hundreds of thousands of people homeless and sparked growing protests across the Middle East. Anti-Israel protests gained momentum this week after hundreds of Palestinians were killed Tuesday in a blast at the Al-Ahli Baptist Hospital in Gaza. With anti-Israel protests rising across the Middle East there are fears other fronts could open up, particularly on Israel’s northern border with Lebanon where Hezbollah dominates and has increasingly clashed with Israel’s military over the last week.

CNN —The myriad tunnels under Gaza are best known as passageways used to smuggle goods from Egypt and launch attacks into Israel. Hamas in 2021 claimed to have built 500 kilometers (311 miles) worth of tunnels under Gaza, though it is unclear if that figure was accurate or posturing. If true, Hamas’ underground tunnels would be a little less than half the length of the New York City subway system. It’s unclear how much the tunnel network would have cost Hamas, which governs the impoverished coastal strip. The IDF is expected to go after the network in its forthcoming ground incursion into Gaza, as it has in recent years gone to extreme lengths to eliminate Hamas’ tunnels.

UN-Mandated Investigation Into Ethiopia Atrocities Lapses

GENEVA (Reuters) - A U.N.-mandated investigation into continuing atrocities in Ethiopia faces closure after a U.N. website on Wednesday showed that no motion has been received to renew it. Both sides accused each other of atrocities, including massacres, rape and arbitrary detentions, but each denied responsibility for systemic abuses. The International Commission of Human Rights Experts on Ethiopia, created by the U.N. Human Rights Council in 2021 after a motion submitted by the European Union, said last month that war crimes and crimes against humanity were still being committed in Ethiopia. "Having no resolution is scandalous in the face of the report of the experts that was just published," said Lucy McKernan from Human Rights Watch, responsible for advocacy work at the Human Rights Council and other UN human rights mechanisms. Ethiopia, which denies committing widespread abuses, has strongly opposed the probe and tried to cut its work short.
